Primary responsibilities: Performs complex senior-level contract administration and procurement management functions. Duties include overseeing the execution and performance of various size contracts and projects up to and including large scope, high value contracts. Will be required to assist legal counsel in defining and developing requirements, performance measures, negotiations, and the awarding and monitoring of multiple contracts at any given time. Work involves writing and evaluating a broad range of contracts and performing advanced purchasing and procurement work. Assigns and supervises the work of others. Works under limited supervision, with latitude for the use of initiative and independent judgment. Oversees, requisitions and orders merchandise, supplies, and equipment by using, interpreting, and monitoring established guidelines, rules, policies and laws. Oversees and responsible for conducting the annual asset inventory in conformance with policies. Oversees or prepares and distributes bid invitations to vendors. Oversees the coordination and facilitation of procurement related meetings such as kick-off and pre-proposal meetings, post-award conferences, team briefings and evaluation scorings. Primary liaison between the company and building management for any issues related to the building, including repair and cleaning needs, as required. Primary liaison between  company and the client that is contracted for IT support. Also responsible for special projects as assigned and may be required to work outside normal business hours.As required.

Tasks Performed: Identifies training needs and coordinates training for staff regarding contracts and procurement practices and policies. Assists with developing contract and procurement administration policies and procedures. Manages the ordering of required equipment. Manages the equipment and asset tracking for all of the company, including intake and issuing of mobile phones and laptop computers/tablets.

Essential Functions: Works independently or with legal counsel to develop contracts, boilerplate templates and amendments by identifying provider resources, describing services to be rendered, evaluating information supplied by bidders, and negotiating contract specifications. Coordinates and/or reviews contracts and requisitions for completeness and compliance prior to processing and maintains executed contract files. Coordinates the preparation, review, tracking and auditing of purchase orders.
Coordinates the maintenance of the procurement database. Monitors legal and regulatory requirements pertaining to contracting and procurement and provides guidance regarding contracts and procurement administration, policies and procedures.

Desired Degree/Job Experience: Prefer Bachelor's Degree in Business or Public Administration, or related field, and a minimum of three (3) years of experience in contract writing and monitoring in a governmental or non-profit environment; OR any combination of education and experience which provides the necessary knowledge, skills, and abilities to sufficiently perform job duties.

Other Qualifications: Experience in auditing and reviewing purchase orders and problem solving desired. Paralegal experience as it relates to contracts, procurement and governmental accounting experience is a plus.

Certified Texas Procurement Manager, Certified Texas Contract Manager or equivalent must be obtained within 6 months of start of position.

Continuing education as required by Certified Texas Contract Manager (CTCM), or Certified Texas Purchasing Manager (CTPM) certification.
