General Summary The Health, Safety and Environmental (HSE) Manager is responsible for developing, implementing and maintaining comprehensive environmental, safety and regulatory programs and policies to ensure compliance with all local, state and federal regulations.
Essential Functions
The HSE Manager is responsible for actively managing compliance with all applicable federal and state regulations including OSHA, EPA, TCEQ, USCG, Railroad Commission of Texas, GLO, USACE, and DOT.
Specifically, the HSE Manager must be able to perform the following functions: Safety:
• Develop, implement, maintain and evaluate safety policies and programs including work permitting, procedures, incident investigation, hazard assessment, and management of change.
• Understand and evaluate potential safety hazards for company facilities. Develop and implement programs for monitoring and preventing safety hazards.
• Perform evaluations of existing and new processes to ensure all HSE requirements are being met and recommend improvements to eliminate, reduce, or control hazards and ensure ongoing compliance.
• Ensure that employee safety training is appropriate and completed as required.
• Develop, implement, and maintain company’s emergency response and fire protection programs. Includes responsibility for regular drills and incident response.
• Propose and/or provide corrective action plans, written or verbal for incidents.
• Support development of safety meeting materials and provide required information to the team. Environmental:
• Develop and implement environmental strategies, polices, practices, and programs that ensure and verify compliance will all applicable environmental regulations and permits.
• Maintain an understanding of all environmental permits and be able to communicate the requirements for compliance to the organization.
• Work with project teams to obtain environmental permits for new facilities or modifications to existing facilities.
• Train operations and maintenance team on environmental tasks and responsibilities.
• Regularly review and audit environmental performance and report status to the organization.
• Maintain a working relationship with regulating agencies. • Regularly monitor for updates to environmental regulations and laws. Compliance:
• Develop and implement procedures and processes to ensure compliance with relevant PHMSA, RRC regulations for liquid and gas pipeline systems.
• Develop and implement procedures and processes to ensure compliance with relevant USCG, TGLO, and USACE regulations.
• Maintain and update all required plans: O&M Manual, Integrity Management Plan, Control Room Management, Alarm Management, Damage Prevention, Public Awareness, Operator Qualification, Drug Testing, Emergency Response, etc.
• Work with project teams to obtain licenses and authorizations for construction and operation of new facilities and modifications of existing facilities.
Competencies, Education, Knowledge, Skills and Abilities
• Bachelor’s Degree in engineering or environmental science required.
•10+ years of experience in Environmental, Health and Safety in the oil and gas industry required. Experience with both environmental and safety is strongly preferred.
• 5+ years of HSE team management experience is required.
• Experience must indicate the existence of specialized knowledge and successful track record in the initiation, design, implementation, and monitoring of safety, environmental and compliance programs.
• Knowledgeable of OSHA, EPA, TCEQ, USCG, Railroad Commission of Texas, GLO, USACE, PHMSA regulations related to the oil and gas industry.
• Must be able to understand and give verbal and written forms of communication including preparation of clear, concise and accurate report
